Municipal regulatory plans
The General Town Planning Plan is one of the territorial planning documents used by Municipalities to regulate the use and transformation of its territory and the related resources.
Its task is to foresee the characteristics of population and economic development in the municipal territory and to provide guidelines (a plan and a budget) for the realization of public works (at the service of the community) and for the actions of individuals (at the exclusive service of the individual citizens).
All this has to consider existing structures (railway lines, highways, roads, industries, countries, neighborhoods, cities, environment), which may have a provincial or regional value. It is a strong instrument with great political content.
Regional landscape plan
The PPR aims to integrate the protection and enhancement of the landscape in the processes of territorial transformation, also as a significant lever for the competitiveness of the regional economy.

The procedures
In Italy, the procedures for obtaining environmental permits varies significantly depending on the type and scale of waste heat recovery projects. It is investors’ duty to check which environmental evaluation should be followed (for further information arpa.fvg.it):
- Article 23 of the Decree-Law of 9 February 2012, n . 5, converted, with amendments, by law 4 April 2012, n. 35.Circular Minister for the Environment and Protection of the Territory and the Sea 7 November 2013 Circulate with explanatory clarifications of the Decree of the President of the Republic March 13, 2013, n. 59.Regulation of the environmental authorization and the simplification of administrative obligations in environmental matters affecting small and medium-sized enterprises and plants not subject to integrated environmental authorization.
- Legislative Decree 3 April 2006, n. 152, Regional Council Resolution n. 2627 of 29 December 2015The Integrated Environmental Authorization (AIA) is the provision, governed by Part II of Legislative Decree n. 152/2006, which authorizes the operation of an installation by imposing measures to avoid or reduce emissions to air, water and soil to achieve a high level of protection of the environment as a whole.
- Directive 2001/42 / ECThe Strategic Environmental Assessment (SEA) is a tool for the integration of environmental considerations in the development and adoption of planning and scheduling tools in order to guarantee the environmental sustainability of the choices made and the actions envisaged in plans and programs.
